Title 43, Part 10

The Texas Department of Motor Vehicles (department) will review and consider whether to readopt, readopt with amendments, or repeal 43 Texas Administrative Code, Chapter 215, Motor Vehicle Distribution. This review is being conducted pursuant to Government Code, §2001.039.

The board will assess whether the reasons for initially adopting these rules continue to exist and whether the rules should be repealed, readopted, or readopted with amendments.

If you want to comment on this rule review proposal, submit your written comments by 5:00 p.m. CDT on May 26, 2026. A request for a public hearing must be sent separately from your written comments. Send written comments or hearing requests by email to rules@txdmv.gov or by mail to Office of General Counsel, Texas Department of Motor Vehicles, 4000 Jackson Avenue, Austin, Texas 78731. If a hearing is held, the department will consider written comments and public testimony presented at the hearing.

Title 10, Part 1

The Texas Department of Housing and Community Affairs (the Department) performed a rule review for 10 TAC Chapter 1, Administration, Subchapter A, General Policies and Procedures, 10 TAC §1.3, Sick Leave Pool and Family Leave Pool. The purpose of the action was to conduct a rule review in accordance with Tex. Gov't Code §2001.039, which requires a state agency to review its rules every four years.

The Department determined that there continued to be a need for this rule, which is to comply with statutory requirements upon agencies to provide in rule a sick leave pool and family leave pool policy. The Department also determined that no changes to this rule were necessary. The rule was proposed for readoption in the Texas Register's Review of Agency Rules section without publication of the text.

SUMMARY OF PUBLIC COMMENT. Public comment was accepted from February 6, 2026, through March 8, 2026. No comment was received on the readoption which is adopted with no changes.

The purpose of the action was to conduct a rule review in accordance with Tex. Gov't Code §2001.039, which requires a state agency to review its rules every four years.

The Department has determined that there continues to be a need for this rule to comply with Tex. Gov't Code §2306.187, which requires that the Department develop and adopt rules relating to Minimum Energy Efficiency requirements for new construction, reconstruction, and rehabilitation activities in Single Family Programs. The Department also determined that no changes to this rule are necessary. This rule proposed for readoption was noted in the Texas Register's Review of Agency Rules section without publication of the text.

SUMMARY OF PUBLIC COMMENT. The public comment period was from February 6, 2026, through March 8, 2026. No public comment was received and the rule is readopted without changes.

The Department determined that there continues to be a need for this rule, which is to establish the requirements governing the Colonia Self-Help Centers, created pursuant to Subchapter Z of Chapter 2306 of the Tex. Gov't Code. The Department also determined that no changes to this rule were necessary. This rule was noted in the Texas Register's Review of Agency Rules section without publication of the text.

Title 26, Part 1

The Texas Health and Human Services Commission (HHSC) adopts the review of the chapter below in Title 26, Part 1, of the Texas Administrative Code (TAC):

Chapter 901, Volunteer and Community Engagement at a State Facility

Notice of the review of this chapter was published in the February 20, 2026, issue of the Texas Register (51 TexReg 1176). HHSC received no comments concerning this chapter.

HHSC has reviewed Chapter 901 in accordance with Texas Government Code §2001.039, which requires state agencies to assess, every four years, whether the initial reasons for adopting a rule continue to exist.

The agency determined that the original reasons for adopting all rules in the chapter continue to exist and readopts Chapter 901. Any amendments, if applicable, to Chapter 901 identified by HHSC in the rule review will be proposed in a future issue of the Texas Register.

This concludes HHSC's review of 26 TAC Chapter 901 as required by Texas Government Code §2001.039.

The Texas Department of Motor Vehicles (department) files this notice of readoption of Title 43 Texas Administrative Code (TAC), Chapter 208, Employment Practices. The review was conducted pursuant to Government Code, §2001.039.

Notice of the department's intention to review was published in the December 26, 2025, issue of the Texas Register (50 TexReg 8632). The department did not receive any comments on the rule review.

As a result of the review, the department readopts Chapters 208 without any changes. The department has determined that the reasons for initially adopting the readopted rules continue to exist.

This concludes the review of Chapter 208.
